for imposing taxes and without any control they extracted the

fat and the marrow from the Chinese people. Every foot of cloth

and thread belonging to the Chinese had to pay likin and taxes

as well, while on the other hand the Manchus had warm clothing

and plenty to eat although their women did not weave nor their

men till the soil. As to bestowing rank, the Chinese would have

the low posts, the Manchus the high ones. And as to giving

offices, the Manchus occupied more than the Chinese. Impartial

acts like these are so many, that it is only right to vent one's

feelings of injustice. Moreover the Boxer rebellion of the

present day was raised by the Manchu officials, we Chinese were

not to blame. The territory ceded all belonged to the Chinese.

The Emperor Dowager's park was built for the accommodation of

the Imperial Court of the fsing Dynasty, and was not accessible

to us Chinese. Then it was first built the expense was to the

amount of fls. 8,000,000. And again when it was repaired, as the

funds were not sufficient, the money was raised by likin and

taxes. The price of all goods was raised, and in addition the

land and hence taxes were increased. The people were unable to

comply with these demands, they were like a fish cut of water,

and still the Emperor was enjoying himself as usual, and as

happy as a sparrow building a nest in the hall. Openly the

Emperor issues a proclamation ordering thrift, but privately

indulges in extravagance. A few million taels were issued on the

return of the Imperial Court from Sheng Sai, and on the Court

paying a visit to the tombs of the Emperors, the sums voted for

the above and the repairing of the Imperial Hall in Feking and

the repairing of the Nam Hoi Garden, amounted to more than taels

10,000,000 Alas! Pressed by the heavy contribution towards

the indemnity, the people are still in sorrow, they have no

place
